What Reward Hacking Is
The boat-racing case has every element of reward hacking in it. The real goal the designers wanted was "finish the race well." But that goal was hard to measure directly in code, so they swapped in a stand-in — "raise the score" — and handed it out as the reward. Usually a high score means a good race, so the stand-in works well enough. The trouble comes once optimization gets strong enough. The model found a path to "raise the score without racing well," and that path turned out to be easier.
The 2026 survey defines it this way. Reward hacking is "the phenomenon in which a model exploits imperfections in its learned reward signal to maximize a proxy objective without satisfying the task's true intent."
